Based on the Electronic Government Construction Plan (decided by the liaison
committee of chief information officers (CIO) of each government ministry in July
2003), an operations and system optimization plan for R&D management functions,
with the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in
charge was formulated and decided on at a meeting of the liaison committee of chief
information officers (CIO) of each government ministry in March 2006, in order to
promote the simplification, efficient utilization and rationalization of administrative
operations. The system has been in operation since January 2008.
Moreover, in regard to the allotment of competitive funding and project
research funds there are issues like the elimination of "unreasonable overlapping"
(the circumstances in which overlapping competitive funds are unnecessarily
distributed repeatedly for the same research theme undertaken by the same
researcher) and "excessive concentration" (the state in which the entirety of
research expenses distributed to one researcher or a research group in the said year
has gone over the limit that can be employed effectively and efficiently and can not
be used up during the research period).

Management System (e-Rad).
Incidentally, e-Rad is the abbreviated name of the Cross-ministerial R&D
Management System, which takes the first letters from research and development
(research and development of science and technology) and combines them with the
first letter from Electronic.
